SURJ History

SURJ was founded in December 2000 in response to a growing concern that Delaware needed policy changes and legislative initiatives that would effectively improve public safety without having to continue costly prison construction and expansion.

Inspired by the leadership of former governor Russell Peterson, SURJ's 100 founding members turned their attention to the cycle of crime being perpetuated in our state.  This cycle was created because we put most of our resources into expanding prison capacity instead of allocating more for alternatives that have been proven to help break the cycle of crime.  These alternatives include rehabilitation, intermediate levels of supervision, and expanded treatment options to manage mental illness and to reduce drug and alcohol abuse.

Early in 2001, SURJ was incorporated as a 501(c)3 not-for-profit corporation, and our membership has since steadily increased to more than 3,000 people representing all sectors of our community: citizens, activists, former and current government officials, members of the legislature and the bar, leaders from our education and faith communities, and executives of public and private organizations.

SURJ members stay informed through our newsletter, Action Track, our website, and other special communications and events.  We are committed to creating and sustaining a broad citizen-based dialogue to bring about positive change in our criminal justice system.
